Here is a Lionel 6-19824 O Gauge U.S. Army Operating Target Launcher #19824 from 1996. When activated it blows a stream of air vertically which will cause a balloon to “float“ above the car where you can shoot at it with your missile launching cars.
This target launching car features an operating fan, balloons, a track powered on/off switch, plastic trucks, operating knuckle couplers, metal wheels and axles.
